Hilchot Berachot 1:9-10 (Making a beracha for someone else)

Can a person say a blessing while he is impure? Must he be dressed? Can someone make a beracha for someone else, even if he is not going to be participating in the mitzvah, too? Does this rule apply to berachot over food, as well?
