We have learned that one makes a beracha before doing a mitzvah, not after. What, however, should a convert to Judaism do before dipping in the mikvah in order to convert? On the one hand, he must make a beracha before immersing; on the other hand, he isn’t yet Jewish, and cannot say the words, “Who has sanctified us with His commandments and commanded us…” Also: why is there no beracha when building a sukkah?
