Hilchot Berachot 11:3-4 (Why we say G-d commanded us to fulfill Rabbinic laws)

Why do we say the same formula – “Who has sanctified us with His commandments and commanded us…” – before Rabbinic mitzvot as we do before Torah mitzvot?
